Director General of the Nigeria Civil Aviation Authority (NCAA), Captain Musa Nuhu, emphasized Nigeria’s unwavering dedication to advancing air transport liberalization in Africa during the 24th anniversary celebration of Yamoussoukro Decision Day in Abuja.
Addressing the audience under the theme “African Wants to Fly,” he highlighted Nigeria’s commitment through actions like signing the Single African Air Transport Market (SAATM) – Pilot Implementation Project (SAATM-PIP) and hosting the first SAATM-PIP roadshow in collaboration with AFCAC in April 2023.
Capt. Nuhu mentioned the success of the roadshow, aimed at facilitating the full implementation of SAATM in Africa, and noted that Nigeria appointed a focal point as a Facilitator for SAATM-PIP.
He also brought attention to the signed Memorandum of Understanding (MoU) with AFCAC for tracking and monitoring YD/SAATM implementation, mentioning the establishment of a National Implementation Committee in Nigeria.
Additionally, he highlighted the negotiation of Bilateral Air Services Agreements (BASAs) with African Countries during the ICAO Air Service Negotiation Event in December 2022.
The goal was to promote 5th Freedom Traffic penetration, stimulate market growth, and foster collaboration between states and the aviation industry.
Capt. Nuhu stressed the significance of the Yamoussoukro Decision (YD) Week in assessing YD/SAATM implementation status, urging member states to collaborate and encouraging African airlines to leverage SAATM benefits for expanded operations across the continent.
He underscored the positive impact of enhanced air connectivity, listing benefits such as more direct flights, increased frequency, improved routes, and easier movement of passengers and cargo.
Highlighting the broader perspective, Captain Nuhu emphasized that successful SAATM implementation demands collective resolve and effective collaboration to address challenges such as high travel costs, regulatory harmonization, infrastructure development, and safety standards enforcement.
The DGCA positioned SAATM as a catalyst for the successful implementation of the African Continental Free Trade Agreement and AU Agenda 2063’s flagship programs through improved movement of people and goods across the continent.
