NIHOTOUR Seeks Immigration Partnership to Regulate Expatriate Labour in Hospitality Sector

The National Institute for Hospitality and Tourism (NIHOTOUR) is pushing for a strategic partnership with the Nigeria Immigration Service (NIS) to enforce industry standards and address labor disparities within Nigeria’s tourism, hospitality, and travel sectors. 

Director General of NIHOTOUR, Aare Abisoye Fagade, FIMC, met with the Comptroller General of the NIS to discuss the critical need for stricter regulatory measures concerning the influx of expatriate workers.

The initiative aims to curb the current trend where numerous expatriates, including those from conflict zones and smaller African nations, occupy key positions in Nigerian hospitality businesses, often earning significantly higher salaries in foreign currency than their Nigerian counterparts, despite comparable or superior qualifications. 

This wage gap is attributed to a lack of regulatory oversight in work permit issuance.

NIHOTOUR is advocating for the mandatory inclusion of its certification in the work visa process for foreign professionals seeking employment in the sector. 

This would ensure that only qualified individuals meeting Nigerian industry standards are granted permits. 

Also, NIHOTOUR proposes the establishment of a joint committee with the NIS to conduct a thorough review of existing Combined Expatriate Residence Permit and Aliens Card (CERPAC) work permits held by expatriates in the hospitality and tourism industry. 

This review would verify both CERPAC and NIHOTOUR certification compliance.

NIHOTOUR is offering to provide structured training programs for immigration officers at airports, who serve as the nation’s first point of contact for visitors. 

This training aims to enhance professional conduct, improve the overall airport experience, and address allegations of extortion, thereby fostering a more welcoming environment for travelers. The initiative is also seen as a potential revenue stream for both NIHOTOUR and the NIS.

The proposed collaboration is intended to elevate Nigeria’s tourism and hospitality standards while safeguarding the interests of Nigerian professionals. 

By ensuring that expatriates adhere to the same industry requirements as local workers, the partnership seeks to promote fairness, professionalism, and sustainable growth within the sector. 

NIHOTOUR has reaffirmed its commitment to driving the Nigerian tourism and hospitality industry towards international excellence through continued engagement with key stakeholders.
