Nigeria has successfully scaled the International Civil Aviation Organisation (ICAO) Universal Safety Audit Program Continuous Monitoring Approach (USOAP)- CMA.
Nigeria is reported to have scored 70% in the just concluded audit which commenced August 30th and ended September 11, 2023.
The score is 3% higher than the last audit in 2016 where the Nigeria scored 67.1%.
The audit focused on eight Critical Elements, Legislation, Organisation, Regulations and Qualified Technical personnel.
Others are; Technical guidance material, Approvals and certification, Surveillance and Resolution of safety concern.
The audit reports indicated that the Civil Aviation Authority CAA scored 90%, in Legislation compared to 95% it scored in the last audit and 83% in Organisation compared to 100% score in the last audit.
While Personnel Licencing the CAA scored 84% and 62% in operations compared to the last audit score of 57%.
The CAA in Airworthiness scored 94% as against 90% in the last audit while it scored 89% in Accident Investigation as against 84% in the previous audit.
In the area of Aerodrome and Ground Aids the country scored 56% while for Air Navigation Services it scored 44%.
The International Civil Aviation Organisation (ICAO) Universal Safety Oversight Audit Programme (USOAP) was established in 1999 to promote global aviation safety through regular audits of ICAO Member States to determine their ability to maintain effectively their safety oversight systems.
The objective of USOAP is to promote global aviation safety. It does this by auditing Contracting States, on a regular basis, to determine the States’ capability for safety oversight.
It makes this determination by assessing the effective implementation of the critical elements of a safety oversight system and the status of States’ implementation of safety-related ICAO Standards and Recommended Practices (SARPs), associated procedures, guidance material and safety-related practices.
