FG Praises NCAA’s Visionary Move on Drone Regulation, as Over 300 Apply for Certification

….Drone Portal to Enhance Safety and Efficiency in Drone Operations

The Federal Government has praised the establishment of a dedicated Unmanned Aircraft Systems (UAS) unit by the Nigeria Civil Aviation Authority (NCAA), calling it a visionary move that will enhance the country’s ability to manage the growing use of drone technology.

Minister of Aviation and Aerospace Development, Festus Keyamo, stated that the ministry will support the unit’s success by providing training and developing manpower. 

This will enable the effective oversight of Unmanned Aerial Vehicles (UAVs) across Nigeria as the NCAA has already received over 300 applications for UAV certification from various operators nationwide.

Representing the Minister, Permanent Secretary Dr. Emmanuel Meribole, visited the NCAA drone portal and inaugurated the UAS Integration Unit at the NCAA headquarters in Lagos during the 4th Drone Texc Conference and Exhibition. 

He emphasized the need for collaboration with stakeholders and the use of technology to achieve the unit’s goals. 

Meribole commended the Director General of Civil Aviation, Captain Chris Najomo, for his leadership and vision.

Dr. Meribole addressed the requests and challenges faced by the unit, emphasizing the need for training and technology integration. 

He noted that collaboration with local law enforcement is crucial to identifying and regulating UAV operators.

The Permanent Secretary highlighted the importance of visionary leadership at the NCAA, stating, “No matter the support from the minister, visionary leadership is essential for success. We expect you to lead the way and think creatively.”

NCAA Regional Manager for Lagos, Bukola Teriba, explained that the part 21 regulation document for drone operations benefits both the NCAA and Nigeria. 

She praised the DG Civil Aviation, Captain Chris Najomo, for his initiative in establishing a dedicated drone desk, which has been crucial in managing the influx of applications.

NCAA Assistant General Manager, Licensing and UAS representative to the International Civil Aviation Organisation (ICAO) Remotely Piloted Aircraft System (RPAS) Panel, Collette Onyeulo, noted that the CAA is now better equipped to handle the numerous license requests. 

She stressed the importance of creating a robust regulatory framework and developing a user-friendly portal for drone registration and management.

Onyeulo appealed for ongoing support and resources, highlighting the need for training inspectors and setting up an incubation training school. 

She emphasized the value of learning from international practices to develop a comprehensive framework for drone regulation in Nigeria.
